School & Education Construction Services.
K-12, technical school, and university work completed around the academic calendar and bid to public procurement standards.
WIL-Surge Electric is a school construction contractor for K-12 districts, technical colleges, and universities across Wisconsin. Schools and education clients receive electrical, low voltage, and sports lighting scopes sized to district budgets and summer timelines, with HVAC and mechanical work from the same in-house crews. Our work is completed around the academic calendar and bid to public procurement standards.
K-12 Schools & Districts
School districts need buildings that are safe, connected, and ready for the first day of class. Our electrical crews install power and lighting for classrooms, gyms, and public spaces, along with the low voltage systems schools depend on: fire alarm, security, and access control, plus structured cabling and fiber backbones for classroom technology.
Many district projects are funded by referendum. We support districts with preconstruction budgeting, so the scope voters approve can be built for the budget they approved.
Aquatic & Athletic Facilities

School aquatic centers and athletic complexes bring their own demands. We install sports lighting for athletic fields and aquatic facilities, engineered for spill-light control, along with the power and lighting behind pools, locker rooms, and spectator areas.
At the 53,000 ft² Racine Unified Aquatic Facility, our scope included sports lighting over the competition pools, diving well, and training pool.
Universities & Colleges
University and technical college campuses run like small cities. Our crews install structured cabling and fiber backbones, power and lighting for classrooms and public spaces, and the systems that tie campus buildings together, including UW campus construction in Madison.
Our HVAC crews install heating, cooling, and ventilation for classrooms and campus buildings, including indoor air quality improvements and filtration upgrades, scheduled around the academic calendar.
Summer-Window Scheduling
For most districts, the summer break is the only time a building can be fully turned over to construction. We plan school work around that window, sequencing electrical, low voltage, and mechanical scopes so classrooms are ready when students return.
Because our trades are self-performed, one schedule and one point of contact cover the whole scope, with fewer handoffs to slow the work down when the calendar is tight.
Budgeting & Planning School Projects
District projects work best when planning starts well ahead of the summer they will be built in. Referendum timelines, design, public bidding, and equipment lead times all have to line up before the last day of school, so a project approved in spring may already be short on time. Starting preconstruction early gives districts room to adjust scope before bids are due.
Budgets should cover more than the new systems themselves. Temporary power, protection for spaces that stay in use over the summer, and the testing and inspections that have to finish before students return all carry cost and schedule time. Planning for those items up front keeps a tight summer window from turning into a change order.
Preparing a School Bid Package
Complete bid documents help our estimating team price school work accurately: plans and specifications, the required completion date, and any areas of the building that must stay open during construction. For renovations, information on the existing electrical service, fire alarm, and security systems shows where new work has to tie in.
When you use our quote request, add the square footage, budget range, and delivery method. Because electrical, low voltage, and HVAC work come from one in-house team, districts and general contractors see those scopes priced and scheduled together, with fewer gaps between trades.
